Biography:

Dwayne Douglas is a workforce and digital infrastructure leader focused on expanding economic opportunity in underserved communities. As CEO of QUILT Corporation and NODE Networks, he develops integrated models that combine broadband access, workforce training, and realworld deployment to create pathways into high-demand technology careers.

Through QUILT, Dwayne leads Department of Labor Registered Apprenticeship Programs in fiber optics, networking, cybersecurity, and broadband technologies, engaging over 1,500 residents across Chicago. Through NODE Networks, he is advancing community-based infrastructure solutions leveraging over 300 miles of fiber to address gaps in connectivity, workforce readiness, and economic participation.

His work centers on aligning infrastructure investment with workforce development to build scalable, community-rooted digital ecosystems.
