Biography:

Manabu Komiya joined the Tokyo Metropolitan Government in FY2003. He engaged in planning and budgeting work for 10 years at the Digital Services Bureau and the Water Works Bureau. In addition, he was in charge of disaster prevention measures and support for municipalities and educational institutions.From FY2024, he is the director of the OpenRoaming Wi-Fi section in the Digital Services Bureau. He led to execute ‘connected Tokyo’ Strategy, and has installed OpenRoaming Wi-Fi in approximately 1,000 TMG and municipal facilities. In August 2025, TMG signed an agreement with NTT East to promote Wi-Fi at approximately1,500 public phone booths .
