Biography:

Dr. Rajkumar Upadhyay, an officer of the Indian Telecommunication Services (ITS) of Government of India, is currently the Chief Executive Officer and Chairman Board, Centre for Developments of Telematics (C-DOT).

His illustrious career includes 3 decades of technical expertise and leaderships in Telecom, Information Technology (IT), Defense and Broadcasting sectors. Prior to this, he has worked in leadership positions in the organization like Defence Research & Development Organization (DRDO), Bharat Sanchar Nigam Ltd (BSNL), Department of Telecommunications (DOT), Prasar Bharati & Telecom Regulatory Authority of India (TRAI). He has also been the Chairman of the working group on ‘Policy and Regulation for South Asian Regulators Council (SATRC) during 2011-12.

Currently, Dr. Rajkumar Upadhyay is a Governing Council Member of Telecom Standards Development Society India (TSDSI), Broadband India Forum (BIF), Telecom Export Promotion Council (TEPC) and Telecom Centre of Excellence (TCOE). He has been Chairman of TSDSI outreach Committee. He is also the member of Confederation of Indian Industry (CIIs) National committee on Electronics manufacturing and National Committee on Telecom and Broadband, member IEEE and fellow IETE. He is the Chairman of New Technology Committee of BIF, member of the TSDSI Standing Committee on Standardization & Transposition and steering committee member of the apex council formed by Govt of India for ‘Bharat 6G mission’. Dr Upadhyaya is also the founding Member of esteemed ‘Bharat 6G Alliance’ formed for enabling India to become a leading global developer of IP, products and solutions of affordable 6G. He is also been nominated as Chair of Global Standardization Symposium (GSS) 2024.

Dr Upadhyay has published various articles in journals and magazines and has also been chairman/member of many Task Force/ Telecom committees constituted by the Govt. of India for reforms in Indian telecom ecosystem. He has delivered Lectures at ITU (International Telecom Union) and premier institutes like Indian Institute of Management ( IIM Lucknow and Bangalore). Dr. Upadhyay holds a Ph.D. in Corporate Strategy & Policy and Masters of Business Administration (MBA) from IIM Bangalore, M. Tech from IIT Roorkee and a certificate in International Public Policy from Syracuse University, USA.
He is winner of several awards including: J.C. Bose award (1987) by Ministry of Defense, National e-Governance award (2007) by Government of India, CIO 100 award (2007), by International Data Group (IDG), Deepak C. Jain Award (2009) by IIM Bangalore.
